The challenge
MHPES carries on the work of Maureen Ruth Hill, who opened an early childhood education centre in Madang in 1970. The scholarship helps young students who are committed to their education by paying for books, fees, transport and other learning costs. Support goes through partner schools, including Port Moresby International School and Paradise College.
That model involves several groups, and each needs something different. Families need a simple way to apply without paperwork getting in the way. Partner schools need to confirm and support applications. The MHPES team needs to review every applicant fairly, track decisions and show where support is going.
Paper forms and email threads make that hard to manage. The scholarship needed one system that kept the process clear, fair and accountable from the first application to the final impact update.
Our approach
Upward Consulting built an application management app around the four stages of the scholarship: apply, assess, support and report.
Applicants use an online portal that takes them through each step and asks only for the information the scholarship needs. Partner schools have their own way to confirm student details, so assessment stays linked to the schools that know the students best. The MHPES team can see every application in one place, track its status, record decisions and manage approved support for each student’s study needs.
The app is built on the same values as the scholarship: fairness, transparency and support that reaches students directly through their schools.

MHPES now has a single, structured system for running its scholarship. Families have a clear way to apply, schools have a defined role in assessment, and the team can see every application from submission to support.
The app also gives MHPES a foundation for growth. It can support more partner schools, take in more application rounds and report on its impact as Maureen Hill’s work reaches more students.
